William R. Higgins

William Higgins is the president and chief executive officer of RSP Command Inc. Governor Phil Murphy nominated Mr. Higgins to serve on the Board of Directors of the South Jersey Port Corporation in March 2020 and he was confirmed by the state Senate later that month.

Mr. Higgins brings a broad background in public safety and security policy to the Board, acquired over nearly 40 years of as a leader in law enforcement. Mr. Higgins served for twenty-five years in the New Jersey State Police. He retired with the rank of captain as the executive officer of the Community Partnership Section the NJSP’s statewide law enforcement-community, anti-crime outreach program focused on New Jersey’s most troubled communities. Over the course of his career Mr. Higgins served is a wide variety of key roles from chief of the Intelligence Bureau to the Governor’s executive protection detail.

Mr. Higgins went on to serve as the Deputy Chief of Detectives for the Salem County Prosecutor’s Office leading the department’s crime intelligence collection, and crisis response planning and implementation for high-value sites, including chemical and nuclear power facilities.

This appointment is a reunion of sorts for Mr. Higgins, as he previously served as the Director of Port Facilities Security for the South Jersey Port Corporation. In this role he led the SJPC security operation including coordination with various state and national law enforcement agencies.

In 2015, Mr. Higgins founded RSP Command, his first entrepreneurial venture. RSP Command is a regional security firm serving Forbes 2000 gaming and hospitality clients located in the Atlantic City area. His guidance and ideals have led to a sustained growth during the life of the business.

Mr. Higgins is a graduate of the New Jersey State Police Academy and has completed numerous law enforcement leadership and command course including the United States Secret Service’s Executive Protection course and Northwestern University’s School of Police Command.

Mr. Higgins is the former president of the Elmer Little League where he served in that capacity for twenty-five years; Sergeant-At-Arms of the NJ State Police Superior Officers Association; a founding member of Camden Safer Cities Initiative at the Walter Rand Institute of Rutgers University; Advisory Board Member of the Camden Neighborhood Renaissance; and a member of Salem County Chiefs of Police, Chiefs of County Detectives / Investigators Association of New Jersey. He is the Chairman of the Salem County Board of Elections.
